Despite awarding millions of dollars of financial incentives to fledgling businesses in the hopes of cultivating jobs, the city of Youngstown, Ohio, has rarely seen returns on its investments. Among the stalled companies is Joseph Company International, developer of Chill-Can, a “revolutionary” self-cooling can that activates with the twist of a bottom cap. The company broke ground in Youngstown in 2016, but after years of stalling, and a rash of bribery charges among city leaders, it seems the site will remain empty for the foreseeable future. “I think there’s a lot of smoke [the developer has] been handing us,” one local councilwoman told ProPublica. “I’m not optimistic that it’s ever going to come to fruition.”
