Last week, Iowa governor Kim Reynolds signed HF2540 into legislation, making the Hawkeye state the first to permanently allow to-go and delivery sales of cocktails. Though several states loosened their alcohol sales laws on a temporary basis to help restaurants and bars struggling for survival during the Covid-19 epidemic, the popular mandates have yet to be made permanent elsewhere. “Iowa is leading the way and serving as a model for other states looking for innovative ways to boost struggling hospitality businesses,” a spokesperson for the Distilled Spirits Council of the U.S. told Fortune. Similar legislation is pending in Texas, Ohio, Oklahoma, Florida, and the District of Columbia.
