Washington state’s governor released a four-phase strategy for reopening restaurants’ dining rooms last week. Among the precautions in phase 2 was a requirement that restaurants log each customer’s phone number, email address, and time spent on site for contact tracing purposes—and for those records to be kept for 30 days. However, that mandatory directive was later revised to merely a strong suggestion. “We are asking visitors to voluntarily provide contact information in case of COVID-19 exposure,” Governor Jay Inslee said in a statement issued on Friday. He added: “Businesses are still obligated to maintain a customer log of those who voluntarily provide their information.”
